PROJECT HISTORY:
“Extension of D-TALK &
Insulin for Life Program” is the merger of two separate projects namely
“Insulin for Life Program” funded by Chief Minister Special Initiative and
“D-TALK (Diabetes Treatment and Life Knowledge)” funded by the DDCF (District
Delivery Challenge Fund)
The merger came into
existence after receiving the following findings from “D-TALK & Insulin for
Life Program” that the:
Prevalence of the diabetes
was 7% (Seven Percent) 15 years back but now after the pilot Study of D-TALK, prevalence
of diabetes is 16.98 % which is one third higher to that of previous years.
Now it is highly required to
improve awareness in community regarding the Diabetes Treatment and Management that
will eventually decrease the NCD burden as well.
Meanwhile if it is still not
dealt on priority and focused base it can ultimately affect people in the
productive years of their lives. Pakistan is a developing country with the
triple burden of disease. In such condition along with CDs, NCDs and injuries
other Financial and clinical issues will be exaggerated.
The “Insulin for Life Program” has registered almost
11,149 patients with providing free insulin throughout the project tenure.
While “Extension of D-TALK and insulin for life project” has now registered to
date more than 45000 needy patients from the province.
It must be emphasized that this is the only project of its kind
in the whole country
running successfully.
PROJECT
OBJECTIVES:
The
aims and objectives of the project is directly related with overall objectives
of health sector i.e; to improve the health status of the people of Khyber
Pakhtunkhwa and provision of quality assured health services/treatment
specifically regarding free treatment of certain critical and chronic diseases
specially Diabetes to unprivileged people of Khyber Pakhtunkhwa.
OBJECTIVES OF THE PROJECT INCLUDES
BUT NOT LIMITED TO:
1.
Screening
pre-diabetic and potential complication to reduce the chance of complications
such as amputations, blindness, kidney failure, heart disease, strokes and to
reduce burden on Tertiary Care Hospitals.
2. Create
awareness and social mobilization through Electronic, Print & Social Media
(cable and radio adverts) and posters, bill boards and IEC materials in each
district on diabetes and its complications and behavior change.
3. Prevention, screening and treatment of diabetes in entire
Khyber Pakhtunkhwa province in a phased manner.
4.
To
use/develop guidelines and behavior change intervention model and materials for
the patients to standardize management of type-2 diabetes in Secondary Health Care
facilities in entire province of KP by building capacity of already appointed
health care staff.
5.
Develop
ownership by involving district policy makers and health care managers in
planning and resource prioritization for intervention in respective districts.
6.
Strengthen
secondary health facilities by building the capacity of physicians on quality
case management of type-2 diabetes and paramedics on recording and reporting,
compliance to treatment, educating patients on healthy diet, reducing obesity,
controlling hypertension and maintaining physical activity and by providing
essential equipment, supplies and medicines to fill in the gap.
7.
Diagnosing
and registering about diabetic patients during project implementation at public
sector health facilities.
The Project will be executed through Project
Director and his team. Project Director will exercise full powers for
administrative, technical, financial and tendering.

2.
Standing Operating
Procedures for Availing Glucometers, Blood Lancets & Strips:
The “Glucometers along with
strips and lancets” may please be disbursed subject to the following
formalities.
i.
It’ll
be given to “Type-I Patients Only”.
ii.
The
disbursement will be made on the recommendations of the focal person/specialist
only.
iii.
Each
glucometer will be given along with 03 pkts of strips (contained 50 strips per
pkt) & 01 pkt of lancets (contained 100 lancets per pkt).
iv.
CNIC,
contact information and zakat declaration form of the patients, received for
the above mentioned package may please be intimated to Project Head Office.
The above package will be given once to a patient
and the patient may be advised to proceeds with 03 to 06 glucometer test in a “WEEK” as per local and international recommendations
& practices.
